For institutional and public buyers

You need a vendor who can clear procurement. This page is the short version of what you would check.

ieComfort, llc is a minority-owned smart HVAC, controls and building automation firm founded in 2016 in Montclair, New Jersey. The work is open, multi-vendor building controls and energy modernization for commercial and institutional facilities, in New York City, Westchester, Long Island and northern and central New Jersey.

Reviewed October 28, 2026. Certificate numbers are as listed on ieComfort's 2024 capabilities statement; current New Jersey certificate numbers are sent with the vendor packet.

What gets checked

The questions procurement asks first.

For an institution, qualifying a building for a program is rarely the hard part. Getting a vendor through review is. These are the questions a supplier-diversity office, a facilities director or a prime contractor tends to ask before anything else.

01

Who owns and runs the firm

Minority-owned, founded in 2016 by Bill Harris. He began as a Johnson Controls field technician, became Vice President of Education Sales (US & Canada) at Trane, then General Manager of Daikin Applied New York, where he drove VRF adoption in the New York City market.
02

What the firm does

The full control chain, from operator workstations to sensors and actuators: estimating, installation, integration, programming and commissioning, delivered for the owner directly or as a subcontractor, plus investigation of legacy systems that nobody has documented.

03

Which certifications count

New York City, New York State, Port Authority, New Jersey Department of Transportation and regional minority-supplier certifications, listed below with their numbers so an agency or a prime can check them against its own records.

04

How the work gets paid for

Utility programs in four territories (Con Edison, PSE&G, JCP&L and Atlantic City Electric), state study funding and financing. How each one pays differs by state and by utility.

Vendor

Institutional vendor standing

An approved, active vendor to a New York City research university, onboarded through its vendor-management system with diversity certifications on file, and rated on performance after every completed job. Client names are shared only with the client's permission.

Two New York City filings need a licensed signature. The Local Law 87 energy efficiency report and the Local Law 97 Article 320 report must be signed by a registered design professional (a licensed engineer or architect). ieComfort does not sign those two. Benchmarking needs no credentialed signer, and Local Law 88 attestations can be signed by a licensed master or special electrician.

Utility programs

Who applies for the incentive, and who receives it.

You can apply to these programs yourself, and some owners do. Where ieComfort is enrolled with your utility for the current program cycle, it can submit through the utility's system, manage the documentation and take the incentive as payment on your behalf, so the money does not have to come out of your budget first. Enrollment is by utility and by cycle, so we confirm it in writing for your utility before a project is priced.

Vendor packet

Ask for the vendor packet before you need it.

It holds the capabilities statement, current certification certificates with their expiration dates, the registrations above, a W-9 and a certificate of insurance. Tell us the institution and the kind of work, and we send it. If you have a building in mind, add its address and we will tell you which programs and obligations reach it.

Until the screening tool is live, this is a short intake form. Mention the vendor packet in the notes.
