POSITION ANNOUNCEMENT Assistant City Manager / Human Resources Director City of The Dalles

DEFINITION: The Assistant City Manager / Human Resources Director is a key leadership position responsible for leading, developing, and managing the City's human resources functions and departmental budget. This role oversees recruitment, employee relations, performance management, benefits administration, compliance, and labor negotiations. Additionally, the position supports the City Manager by serving as a liaison to departments, assisting with strategic planning, overseeing key projects, and representing the City Manager at meetings and events. The role also provides policy guidance, ensures adherence to employment laws, and fosters a productive and positive workplace culture.
QUALIFICATIONS: Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the duties and responsibilities of the job.
Minimum Requirements:
TRAINING: Bachelor's degree in Public Administration, Human Resources, Business Administration, or a related field (Master's degree preferred).
EXPERIENCE: Minimum of five (5) years of progressively responsible management experience in local government, human resources, or a related field. Strong knowledge of employment law, labor relations, and personnel policies. Demonstrated leadership abilities with experience in strategic planning and organizational development.
CERTIFICATIONS AND/OR LICENSES:
Professional certifications such as SHRM-CP, SHRM-SCP, or IPMA-HR are desirable.
PAY & BENEFITS : $113,519.08 - 139,614.15 annually, plus generous benefit package that includes medical, dental, vision insurances and employer-paid retirement contributions equal to 13.5% of base wage after one year of employment.
